Judging Criteria

The jury panel will consider the following judging criteria for the respective award categories:

(I) Planning

Site visit is not required.

Surveyors’ Contribution

Judging Criteria

  1. Project Inception and Project Planning (20%)
  1. Sound project vision
  2. Comprehensive feasibility studies, valuation and analysis
  3. Sufficient consideration on social, cultural and/or environmental elements
  4. Innovative methodology in site creation or site acquisition
  1. Land Administration (20%)
  1. Effective application of land administration knowledge
  2. Effective skills on land acquisition or site assembly
  3. Consideration on value management principles
  4. Balanced input on social, economical, cultural and/or environmental considerations
  1. Town Planning Approvals, Statutory Approvals and Engagement with Local Public Bodies (20%)
  1. Sound demonstration of different strategies in applications, reviews and/or appeals
  2. Problem solving tactics and skills
  3. Effectiveness and timeliness in seeking statutory approvals
  4. Effective engagement with local public bodies
  1. Sustainability Values, Processes, and Impact (20%)
  1. Integration of innovative sustainable practices in surveying process
  2. Implementation of a sustainability strategy aimed at reducing environmental impact while simultaneously enhancing capacity for effective climate change-related planning and management
  3. Measures taken to promote social sustainability, such as improving education, raising awareness, and building capacity for climate change mitigation and adaptation, particularly in vulnerable communities
  4. Implementation of energy-saving strategies and technologies, including but not limited to the utilization of renewable energy sources, to improve energy efficiency
  5. Effective establishment of governance policy and procedure on the operation, aiming for integrity, equality, diversity & inclusion, balancing the interests of stakeholders
  1. Innovation and Technology (20%)
  1. Use of innovative technology for site selection, planning and project feasibility analysis
  2. Innovative technology for stakeholder engagement, communication, and project scoping
  3. Incorporation of innovative technology for conceptual design, modelling, and simulation
  4. Adoption of innovative technology for cost estimation, scheduling, and risk assessment

  3. Cost estimation methodologies (modified approach due to the project nature)
  4. Effective project financial arrangement

  1. Modification of design for a balance between maximisation of development potential and social values
  2. Effectiveness of design in terms of adaptability, safety and efficiency in functionality and carbon neutrality
  3. Adoption of sustainable conservation strategies in design
  4. Consideration of design for maintenance
  5. Adoption of passive design for energy conservation
  1. Procurement (20%)

 

  1. Procurement and packaging strategy
  2. Comprehensive consideration on choice of materials, mode of construction, project services and facilities
  3. Preparation and review of tender documents to mitigate variation orders during construction and contractual terms preparation to attract more competitive bid

  5. Approach in tender evaluation planning including but not limited to application of advanced technology
